A fact in the record has an identity, a version chain, and a receipt on every step it took. A fact is never edited and never deleted. When the world moves, the fact is superseded on the record, and both the old and the new stay, each with its receipt.
Facts are counted by how many separate publishers carried them. The record says "N publishers," never a stronger word than the count earns. A count is not a verdict on whether a fact is true. Where publishers disagree on a number, the record shows the disagreement rather than picking a side.
Every fact and every piece carries an Ed25519 signature you can check yourself. A signature proves who filed a thing and that it has not changed since. It does not, and cannot, prove that the thing is true. DRM3 does not warrant that any fact in the record is accurate or complete.
When you publish a paper or a daily edition, it is frozen as it ran: hash-stamped and signed. If a fact it stood on is later superseded, your published edition stays exactly as it was, and the record moves around it. The reader can see what was known then and what is known now.
The record keeps a correction and redaction log, and its reasons are public and permanent. A wrong fact is superseded, not quietly rewritten.
